Couldn't Circus Circus have received tentative approval from the NFL, approval from the commission, placed their order, recived the chips... then the NFL decided they wanted to appear more "virtuos" and withdrew their approval... Circus Circus' counsel said "We have approval, release them to the lions."... then the NFL sent them a Cease and Desist letter after their release making them quasi-legal and safe to sell under ethics?
