... why in the world would you want there to be a rule that requires Las Vegas casinos to destroy all of their chips if they close?

The availability of a whole rack of chips from a closed casino insures that collectors will be able to obtain them at reasonable prices into the foreseeable future. This is, in my opinion, a good thing.
