THE INDIAN GAMING COMMISSION RESPONSE NCR

to the Times article on the problems of Indian gaming. As expected, the Department and the Commission are ducking. I predict that unless Congress acts with some strict rules giving the Commission strong Nevada/AC type regulatory control,nothing serious will be accomplished, Rumors at Turning Stone (Oneida Tribe, Upstate N.Y.) from some employees are that the so-called slots (which are electronic scratch cards to comply with N.Y. laws) are returning about 20% to the players. I am ashamed to say that the present Chair of the IGC is a native South Dakotan (my state) and unlike most Dakotans I know is turning out quickly to be a do-nothing chair.
