The answer

All versions of Windows comes with a program called "Character Map". You can find it under "Accessories, System Tools". Select the font you're using in Outlook (usually MS San Serif or Tahoma). You can cut/paste from Character Map, or by hovering over the symbol you want, it will show you the "code" for doing it manually (ie. Alt+0149 is a bullet • )
