I have a Nikon Coolpix 750 that has most of the features you are looking for - except the 3.5" disc. I think you should reconsider this requirement. The Nikon uses the compact flash card but they are not that expensive - you can get by pretty well with just one 64MB card. You can usually pick one up for about $20 on sale - and they are always on sale somewhere. The advantage of using the compact flash cards is that they are very fast for downloading. I hardly ever remove the card from my camera - I just hook up the USB cable to the camera and download the images to my hard drive and then erase them from the compact flash card while it is still in the camera. My Nikon has 1.2 mega pixel resolution - that is completely adequate for images that are going to be viewed on the web - you would only need more than that if you wanted to print very large (>8X10) enlargements. I think I paid $299 about a year ago for my camera. The image below was taken with the Nikon.
