I've noticed them also, Don. Just as in the case of the old chop marks on silver, I'll bet that they are someone's mark of assurance that the bill is genuine. Perhaps in China or Taiwan? I've also seen some with Arabic characters. Some of the old silver trade dollars had so many chops on them, that the design devices of the coin was totally obscured.
