In my opinion those are considered defects and would put it in the same category as a badly scratched inlay. It is hardly considered an "error" chip as it is just plain bad craftmanship. I would prefer a worn chip with a nicely centered inlay over a mint chip with a poorly centered inlay. I just don't like sloppy work. If they are considered rarities by some, just go to the Hard Rock and pick up any older limited edition you think you are lucky to find on the tables and 99% of the time the inlays are out of whack. I personally think they have gotten way to complacent about the quality control of their chips as I find a lot of theirs being miscentered.
