No question is too stupid! I could be wrong, but I believe the sites listed under the chip guide areas are volunteer efforts. It would be a Herculean effort for only one person to provide scans of every chip. This link below shows, a list of individuals that have built sites to document chips from a given area (i.e, State, Country).
