Ebay allows the seller to end an auction early, however it is against their rules to do so to conduct an off ebay sale (fee avoidance) but if the parties set up the deal so that Ebay gets their cut they are within the rules.

As to why doesn't everybody do this? Because the seller loses the possibility of subsequent bids driving the price higher.
