Hi Marty,
The Mint opened in 1957, in the middle of the block. From 1958-1959 the Birdcage Casino was next door to The Mint, on the corner. After the Birdcage closed, The Mint bought the property. They enlarged their casino and built a new entrance, on the corner....I'm not sure what year that happened, maybe 1961? The picture on your lighter pre-dates the corner entrance.

As for value....we have a few lighters and have paid from $11 for a rather boring/used one, to ?$150? for a brand new/still in the box with the original instructions/great graphics one.
