Thought I'd pass along this neat picture from a Portland newspaper. Jim Elkins, PDX racket boss after Al Winter moved to Las Vegas to settle in as a big stockholder of the Sahara. A reporter who's been around Portland for awhile likes covering crime and has had a casual series running in The Portland Tribune called "Portland Confidential". Stanford writes about the rackets from about the late '30's and lays out how much it took to "license" a brothel or own a D.A., Mayor, police chief etc. Check out www.portlandtribune.com and search under Phil Stanford.
