Well, it looks like I jinxed myself… after winning 700+ auctions without a hitch I’ve run into a troublesome seller. The seller’s handle is Lookatthis.biz and her name is Jenny Twyman.

The fine print of the auction in question reads like this:

Will accept payment via www.paypal.com or money order. *** No personal checks will be accepted *** Priority mail shipping, handling and signature confirmation $7.95 (Optional) add $1.30 per every $50 for insurance. NOT RESPONSIBLE FOR LOSS OR DAMAGE ON UNINSURED MAIL

Noting that there is no period between the “$7.95” and the “(Optional)” it appears that the priority shipping is optional. The seller informs me that it is only the insurance that is optional, so she is charging an outrageous $7.95 to ship a SINGLE CHIP!
