I think these were the base chips for the aluminum center Sinatra and Dean Martin chips listed as "mules" in TCR. Some say there was a prototype and a regular issue, I say they were never used as I would have taken one, especially the Sinatra one back in the early 70's if they were ever released. Look at the scan I've attached as it's the same type chip just from Caesars Palace.
