Being generic poker chips, they were most likely made continuously from 1900 to the 1930's.

I would doubt they were used as roulettes. Since the chips were of a stock variety they were in all probability used for home poker games or possibly by some very small private clubs.

I would value them betweem 33 cents and a dollar apiece. These are the type chips that, when sold by the pair, the seller makes a good bit of his profit on shipping charges.
