As for the autograph question, I think it would depend on the chip.
A common chip may go up in value due to an autograph simply because those who want it without the autograph can get it fairly easily, but the number of autographed chips available is much smaller, although there are a smaller number of collectors who collect them.
But in most cases autographing a difficult to obtain chip would probably drive the value down. So if you want a Hagar autograph, have him autograph the $5 chip not the $25.
Autographs have their own problems such as establishing authenticity, but they potentially open other markets to you such as autograph collectors or fans of the signer.
