it makes sense to me. Doctors, lawyers, et. al. are not let loose on the public till they pass tests and are certifed. The fun night chips had no value (to the casinos or the public) and were just used with the public playing for fun while the casino controll officials observed......If the casinos failed the test, they would just have to get their act together and try again.
