Two days after my post ... and over 150 views ... interestingly, no one has posted they have gotten any of these chips.

However, I'm told that there are a couple (few?) key chips that are very tough to obtain to complete the set. Like needing one or two letters to complete other non-casino promotional games. The masses get 23 or 24 chips in the set ... but only a comparatively very few get the scarce keys that are randomly picked by the player in order to qualify for the top prizes. Just like the last promotion (20th anniversary chips) where players were looking for the elusive gold chip ... but only a half-dozen or so were salted in with the more common chips.
This promotion may be going on for a long, long time since Resorts 25th Anniversary isn't until 2003.
