John; I believe that there was a "window of opportunity" open a few years ago for hobby groups to present their input for inclusion into the HPA. CC & GTCC's position was presented at the time through Chet Krause's Numismatic News invitation, but was not adopted by the lawmakers. I believe that "window" has now closed... and I don't know when that subject is planned to be re-visited in the future.
