The Palms chip is a "No Cash Value" chip and was listed on the May Gaming approval list. It says "No Cash Value" on the chip, and was distributed in the casino.

The Hard Rock chip had no mention of value on it. As far as I'm concerned, it's a souvenir chip. I don't see why Gaming would be concerned about a souvenir chip that was distributed in a restaurant.
