My guess from working in a cage is that they were pulled out of the Paul Son boxes and put into acrylic racks and did not really concern themselves if the chips or the racks were in any kind of numerical order.

Or if the pulled them out of a rack to be sold, if they pulled it out of one end of a barrel (a row of a rack) or the other, or if they pulled from different barrels.

The last senerio is that they could have pulled some and given each cashier some to sell. Again it depends where the lead/banker pulled it from to sell to the cashier and then where the cashier pulled it from to sell to the customer.

Confused... I'm even starting to get confused.
