Kyle, this sounds like the first book of the Franklin Mint 1967 Set. That set sells for about $200. However, I don't think I have ever seen the "VIP" on the book. What is the book limited to 500 or 1550? I would say that the "proof" set would sell a little higher vs. the "proof-like" set which is what the $200 value is! In 1967 they didn't make a silver proof set like the Franklin Mint did in 1965 and 1966 (only the $5 tokens were in silver Clad or Sterling). I hope this helps.
