Cigarette burns... Love 'em! grin

My personal opinion is that they are part of the history of the chip itself. A bunch of Elks sitting around the poker table and balancing their cigs on a stack of chips... neat but smelly picture! If I had a choice, sure, new condition would be better. I'd leave it alone and keep looking for an unscarred example. Here's a Portland chip that is one of my favorites (now that's a primo burn!).
