Vegas has the same rule. All-nude clubs cannot have booze. There is one exception -- The Palomino -- which was grandfathered in.

I really suspect that a brothel with a casino would violate some types of rules. Years ago some friends and I were joking that Larry Flynt should open a truly adult casino in Nevada -- topless dealers, slot machines that pay out jackpots involving prostitutes, etc. I'm sure if it were legal, someone would have done it.
