When I stayed at the Inn at Mission Bay at Pebble Beach recently, they added $15 per night to your bill for tips. It supposedly covers tips to the maids and bellhops. (Doesn't cover the restaurants) I might be able to see it if you're only staying one night but when you're staying longer you're not using the bellhops, so $15 seems a mighty generous tip to the maid.
