"Does that mean the records are organized by monogram text?"
Yes, on the Mason, Taylor, H, Lcrown&Scrown, LgSq, USPC, Chain, and SqinCir records.

"So the most important question is who owns some of this data and would they be willing to release it to the public."

I would release my copy of LgSq and H mold records for such a project. USPC and chain has been published in a book. I am sure they are copywritten. A KY chipper has obtained an un-copywritten copy of the USPC records from the USPC Museum in Cincinnati.
The owners of some of the other records charge for a copy of each card. I pay for these each time I get a card and have no problem with the fees.
In the past, I have offered to pay for a copy of several of the other records and pay for the labor to copy them. So far, no luck. My intention was to have done, what you are inquiring about.
The same names and addresses keep popping up on the records, with cards from different distributors, including crossover names for illegals to NV chips. A complete data base would be wonderful. I would pay, whatever price for the 1st copy!

I think TGT database of known IDs can be searched in the manner you are asking about. How about it Doc? If so, the work already has a start.
