Are casinos allowed to sell LE's or house chips outside of their property? If they are, then why not take all the LE's they want and go down to the chip convention site and sell them there?

Then all 10 casinos doing chips for the convention can sell a ton of LE's. And all of the dealers and collectors will be happy. Is it possible to do that?
