I think generally you are right about requiring a purchase for the chip being illegal. That though would be definate if the chip was one that had redeamable value say $5. However, did I read that someone said these would be NO CASH VALUE chips? That would then make them a premium type item and wouldn't that exempt them from that law. That may be the trick to this situation that makes it legal.
