It seems to me John, that Law Enforcement Officials have more "persuasive powers" to encourage witnesses to come forth than do unpowered investigators. Club officials (elected or appointed) have no confiscatory power. Law Enforcement (from what I see on tv) is able to confiscate evidence from whomever is holding it ... whether the holders know it to be bogus or not. I include "law enforcement officials" to be gaming authorities as well ... who might be interested in this case in which we know who the alleged bad guy is based on his own confession. Why do we need witnesses when we have a confession? Seems pretty clear cut to me.... Marking his own future altered chips with a "W" to tell the good ones from the bad ones is not my idea of adequate punishment.

John; You are familiar with coins.... as are many other readers on this bb. Can you imagine ANA discovering who was removing "s" mintmarks from high-grade common Lincon Cents and expertly gluing them to high-grade 1909 vdb cents and in the course of questioning the prime suspect, he gives himself up with a full confession, and ANA says, "Great! In exchange for your coming clean, we'll allow you to continue to add "s" mintmarks to 1909 vdb cents, as long as you put a "W" on the back?"

I DON'T THINK SO!!! DO YOU?
