Although you are correct in that the Plaques and Octagons were issued as collector chips, I do believe that they are playable on the tables.

To that end, don't you think that there are a lot of LE's from, say, Nevada that are issued with the intention of being "collector chips"? Just because they may be of standard size and shape doesn't necessarily mean that they were manufactured with the intention of being played. I would bet that lots of Nevada issues never make their way onto the tables directly from the cage.
