Check with Jim Blanchard (apple@maine.rr.com). I would say they are the same color (fading aside). I remember Jim telling me that many of the color variations in TCR are wrong. Many of the listed shades of blue all started as the same color. Manufacturers, for the most part, did not make chips where the color difference was as minor as in your example.

Of course I could be wrong.
