You are absolutley right!!! I knew that before I received my "refund". This was an advance against any refund or amounts due for 2001. Many people were duped into thinking they were getting back overpayments they had made in the past. This is the way the administration sold the program.
Many people are going to be disappointed when they complete their returns.
