Being from Canada, I can confirm that the mail out of our country moves at a snails pace. Having sent tons of items and pestering the post office as to why it takes so long, I have since found out that it is to be expected to take 7-10 business days for a parcel to arrive anywhere in the States from Canada. Customs has been sorting through an unusaually large number of the packages since the 11th to check items, which doesn't help matters any either. As for why the buyer has not responded, I have no idea, but know that I have auctions where the buyer never responded to me ever, no matter how many emails I sent them, the money just showed up in the mail after a couple weeks.
