Question: photo or scan

I store my chips in those clear plastic pages that hold 20 chips. Each chip is in a 2X2 plastic flip. My ultimate goal is to make three or four color copies of my collection.
1) I have a cheap HP scanner. My one scan (through the plastic) wasn't impressive. Do I need to adjust the scanner, would a better scanner help, or is a digital camera the way to go? What kinds of specs on the camera? Any advice on the best way to photo the chips? (tripod, lights,etc.)
2) Once I have all my digital images, what's the best way to get the pages printed? I have a cheap HP color inkjet and I'm wondering if I could upload the files somewhere on the web or perhaps bring a burnt CD ROM to Kinko's?
I'd appreciate any advice.
