There are casinos that I know of located in both Pattaya and Chaing Rai. Pattaya is a coastal city, known for its sex trade about 90 minutes from Bangkok. Chaing Rai is located way up north close to Myannmar, the opium/heroin capital of the world. This will give you some idea of the general atmosphere.

I was once invited to get involved in a bogus card game in one of Pattya's casinos so I could win tens of thousands of dollars and split it with my devious partners. Needless to say, it never transpired, but my life was definitely on the line for a few tense hours.

There may be other cities that have legalized gambling. It appears that "legalized" Thai style is anything that the corrupt cops, government officials, and their cronies can make money off of. Kind of like a business license.
