I think the "slots" at the racetracks are going to be the "video keno" type slots they have at Turning Stone.

The NY consitition prohibits gambling with very limited exceptions. Since the tracks aren't Indian owned there is no way around the constitutional issue. The Constitution does allow the State to run a lottery so the slots will have to operate on that model.
