It is not about connections when you are on a list. Some people request a number of chips and sell that amount. Others request a very large number of chips they can't sell and return them. They only do this out of greed.

It is the people who get on lists and request numbers of chips they can't sell that ruins it for other dealers who deserve more chips or tokens.
