I'd be more inclined to think that MS gaming regs state that casino chips and tokens for use in play at the casino can only be sold at the gaming tables or at the cage on that casino property.

The Colo. LE set that raised a huge ruckus was the $1, $5, $25 GO set at the Lodge casino in Blackhawk. They were selling the sets for $100 each AT THE CAGE!
