"A casino submitting a letter declaring the amount of chips to be destroyed still wouldn't indicate how many chips were not destroyed unless they were required to also indicated how many of them were originally made."

"Does mixing casino chips in the cement used for parking garages count as destroying them, or would that fall under removing them from accountability?"

I have no idea what procedures were when casinos used to do this. Today, I think it would not be any different than destroying them. I think you would have to send the destruction notice to gaming and get approval to bury them. No reason to do this.

I have been to a number of destructions. There was no charge at Paul-Son or BJ for the service. BTW, BJ can destroy Paul-Son chips but Paul-Son can not destroy BJ chips, because of the coin inlay. BJ has a machine that knocks out the coin inlay before they are put in the grinder.

I have a big bag of grindings from the destruction of the Fiesta 50th anniversary of the Air force chips, in my storage locker. Also a bag of grindings from the Fiesta $500 chips we destroyed. I have the $ amount written on the bag. Can't remember the figure but it is huge compared to the size of the bag. grin
