As I read this offer:

You take your slabbed card with a grade of 8 to them.

Tell them you want a grade of 9.

Before removing the card from its current slab they review it and tell you if they will give you at least a 9.

If they can give a 9 they will open the slab and even if they now find a defect they did not notice while the slab was on the card, they will give you a 9.

I am thinking of starting a chip slabbing service.
You send me your chip and the grade you want, and I will slab it and give you the grade you want regardless of the actual condition of the chip.

For an additional fee I will write a fraudulent description for your use in selling the chip on Ebay.
