$5 Dunes chip - BUT HELP! sad

Found this a few minutes ago in a local antique shop - $10. TCR value $100+

PROBLEM mad : the seller GLUED - GLUED GLUED GLUED the dang thing to this paper. (WHY would they do that?????) Looks like clear drying tacky or Elmer's glue... any ideas on what I should do?? Can it be removed safely???????? Help!! sad
