Non=-chip related postal question

When we mail a package to a foreign country, does the U.S. post office in any way reimburse or pay the foreign country a certain amount of money to deliver that package?

I just mailed a chip to Canada. It cost me $0.60¢ to mail the same package it would have cost me only grin $0.45¢ domestically. Does the U.S. post office somehow credit Canada with the extra $0.15¢ or more to deliver the package.
