You may want to call your local FBI office (or USPS) for peace of mind, and ask them if there are any Interstate Gambling Laws or Interstate Transportation Laws of gambling equipment passing over state lines (or some state lines) that may apply to gambling chips.

Though I do not know of any restrictions, I do know that the FBI does investigate Interstate Gambling Violations - whatever that may be.

It doesn't hurt to ask.
