There are two that I know of that specifically works on chips/tokens. Checkmate and Casino Collections. Downside to all is that if you start too late (let's say a thousand or so chips in your collection already) it is a daunting task to catch up. Once your caught up, it is easy to do day-to-day maintenance.

Checkmate (the one I am starting to use) is very comprehensive and contains a lot of data about the chip. I can see if you use all the fields, some real nice advantages to the program. The upside is that the image is stored with the chip (obverse/reverse) and added as a column to the row. So the CASINO.MDB file is self-contained. The downside to this is that the file will get HUGE after a while. Part of this depends on the DPI you use for your chip scans (which are optional). I've found that 150DPI is the smallest at which I can clearly see the item. It also contains a trade list (move items to a trade list and be able to generate reports).

Casino Collections (http://ourworld-top.cs.com/bstec2231/ccf.htm) is nice for a number of reasons as well. First, its shareware (download it, try it, buy it). I got a chance to try it out with a few chips and see if I liked it without spending any $$. It contains a lot of the same features as Checkmate(its really hard not to) but also contains some user defined fields and a little nicer chip navigation (expandable lists on left panel). Downside is that each scan is a small JPG file held separately. Good for database size, bad for backing up (many many files vs. one HUGE file).

There are other programs that will work as well. A few different coin programs (since coins have many of the same attributes that you would want to store) or you can develop a small Microsoft Access database with the fields that you want to store - very easy to do.
