There are services like www.Fortunecity.com which will give free space for your personal website (they display advertising) and they have built in setup functions that will help you set up a page.

On the other hand you can learn HTML and code your pages yourself. If that is what you want to do, email me and I will point you to some resources.

There are programs that you can buy or download for free that will help you design simple webpages which having to learn HTML.
