One explanation for overstrikes is that they were used by chip dealer/salesmen. I have two boxes of chips that belonged to Frank Walters ("Precision Dice"). Among the chips he was peddling were the machined chips (e.g., O'Dwyers, NO). But there were many overstrikes with two, three or even four initial layers.
