I know nothing about Nevada Gaming Regs, but does this fact (not on the table) make these chips "non-active" (not a casino chip), even though they were ordered to be used as a casino? If the house then decides not to use them, does the house not take a bath (or get slightly wet) by selling units at 50-75% less than cost? Do we know if the house sold these chips at face or at cost?
