It is called a "lenticular" design. Resembles a hologram effect, but is made differently. Sort of like little louvers that act as prisms to reflect different images as you move the chip (or move your eye).

I have a graphics article somewhere around here that describes how a lenticular image is made, but doubt that you want THAT much detail!
