I know from researching the Mason records that there was many re-orders of different colors of chips that never appeared on the Mason cards.

This could have been caused by human error or possibly at the request of the buyer. Many buyers of illegal casino chips requested no records or false records be kept. I do know Mason & HCE honored those requests.
