What you see is an example of the moire effect. It is caused by the refraction from the angled edges of the clear plastic part of the inlay reacting with the tiny dots that form the image underneath. The effect is random, and would be completely different if the plastic was rotated just a tiny bit in either direction. Here is a graphic showing what I mean.
