I have written to them at least a dozen times in the last two or three years to report deceptive ads (most of which involved fantasy or "Nazi" chips). Most of the time, they don't even bother responding. When they do, it's always a generic "we can't do anything about this" message which never even addresses the specific problem.

I have on three occasions volunteered to arrange for knowledgeable chip collectors to make themselves available to assist eBay with questionable chip auctions, to no avail.
